If you are trying to stop the remote IP from accessing your router, put that IP as the source and leave the destination blank. If you are trying to stop inside devices from accessing that IP, put that IP as the destination and leave the source blank.

 

EDIT: also, that IP is one for Cloudflare, and not specifically for openload. That may block a number of other websites as well, and can change at any time.
