Yes, by a good amount.

 

A 3GB 1060 isnt worth the money right now though. You can get an 8GB RX 580 for the same price

I run a 1070 ti 8600k on that, so no. quality is much more important

easily, an system builder might only use a 400 watt for a system like that. Not saying you should since the amount you save going less than 500 is not worth it IMO but you get the point.
