Gtx 1070 build

Hello, I want to buy a new pc, with a gtx 1070 or better because I want it to use it for 3 years or more. Is it possible to make one between $900 and $1000? When I try to create one, its always $1000 or above.

which country? need os/monitor/peripherals?

A Ryzen platform would drop under the $1000 budget. Kinda hard to do an Intel build for that.

Ryzen is good enough for me, intel would be nice, but its not needed.
