Inconsistent download speed.

Ok so im having this problem where when I try to downlaod games or files or even on steam my downlaod speed are not consitent where my downlaod speed are like 1mbps and then suddenly dropping to lets say 50kbps and suddenly going up again and down.Does this mean my pc has a Virus? a Worm maybe ?It wasnt like this in the past though.and I dont want to do a clean installation of my OS cause all my games and file are gonna be gone and i dont have an extra hardive to backup my files.

You could make sure to end any tasks that may be stealing bandwidth(Browsers, Media, even Windows Update), as well as changing the download region to a location closer to you on steam.

 

It could also be the time to update your router and modem if say it has been a couple of years. The amount of people on your network also greatly effects your available bandwidth.
