Purchasing help! (Also Frustrated)

So i just want a good graphics card right now and i see all these benchmarks and score and prices and upcoming releases and stuff. 

should i wait or just purchase something coz right now i see 570 selling in stores for around 15000rs which is around 220$ usd but i also see some used 1080ti ones listed for 20000rs (290$) somthing.. not sure why they are that low.. and then there is the ces amd unveiling they new stuff.. and nvidia selling good graphics cards but overcharging their stuff and the 1160 and 1150 are still delayed and currently 1050ti is not that good.. if u think i am kinda ranting and completely confused, yes i am. that why i could get some help!

india.. place where the prices stay for older hardware the same forever.
