Do the fans spin? Is it a new purchase? That is exactly what happened when my R9 390 died. The PC would work fine when I plugged the monitor into the motherboard. You might need to RMA the card and get a replacement or a refund.

Yes fans spin and light up but nothing popup on screen.

Are the PSU cables properly seated to the card? Have you tried another HDMI/DP slot on the GPU?

I used rx 580 which was working well and this 1070 is brand new. And there is no COMS on my mb...no jumper. My mobo is given in above link.

The 450 W PSU does seem like a bit low to me but I am not sure if it would cause a problem. Try clearing your CMOS. When I installed my new GTX 1080, my PC was stuck in a boot loop until I did that.
