Yes it has Windows on it. A new pc won't magically erase windows ;)  However you need to do a fresh install. Using same windows in a different computer can deliver some nasty problems. (Chipset drivers and activation issues)

You'll want to re-install Windows. Backup any data you might need beforehand.

 

I accidentally booted into Windows when trying to reinstall after I upgraded CPUs and motherboards once. I got to the login screen, typed in my password for the hell of it, and after the desktop loaded my new PC rebooted immediately; no blue screen or anything, just straight rebooted as if I'd pressed the reset button.
