looking around for some parts for a friend. For those unfamiliar we have a store near us called microcenter that provides CPU and mobo bundles for a discount.

My questions is which one of these do you think is better?

or

i would recommend he should go higher price, but hes on a budget i'm afraid. He also really wants to save his money for a great GPU. This is will be mainly used for gaming. Some intense games like Rainbow six siege, hunt showdown...things like that.

Then get the bundle with the i5 8400 and Z390 Gaming X

My bad, I read something wrong. Get the 2600x bundle since the 2600x can be overclocked whereas the i5 8400 can't.

the i5 8400 performs better than the 2600x right?

Depends on the specfic game, and if the 2600x has been overclocked.

almost positive he will try overclocking the 2600x if he gets it. Would that be better than the 8400?

Yep.
