I've been having this issue with my PC for the past 2 months or so, whenevere i go ahead and press shut down through windows, monitors go black but gpu fans, cpu cooler and all fans in general are still spinning indicating that it's not shut off.

The only way I can avoid that is by holding the power button for a few seconds, one click wont change anything.

Is this a problem with my power supply ( its fairly new like a year and a half) - cx550M, my motherboard which is 4 or 5 years old (3570k on z77) or is it something software related and windows reinstall should do it ? 

I can't seem to find anyone with similiar issues online, any help is appriciated, thanks in advance.

Unfortunately this has been happening for a while now so I went through 3 or 4 drivers at this point. Should I go like 2-3 months old drivers?

Yeah, even older, at one point i used like an over 6 months driver, if that doesn't work then the issue must be something else.... You could try pressing/clicking on the shutdown down button while keeping held the shift button on the keyboard, tell us if that makes the PC shutdown properly.

the shift - shutdown thing didn't work- it still does the same thing

I entered safe mode with msconfig, restarted into safe mode which it did fine, but when i went ahead and tried shutting off while in safe mode it just freezes on blue screen "shutting off ", had to force shut down once again, once i booted again I disabled safe mode through msconfig once again, clicked restart, it freezed on that but eventually shut off and powered back on (like 10 second freeze or so). 
tldr; I can't even shut it off in safe mode, does it mean it's software or what ?

it in fact didn't change anything, does that hint towards anything ? 
Does it seem to be software or hardware related ?

truly unfortunate, now i have to backup everything but I will give it a shot in the next few days. Thanks for all the help.

OS reinstallation is also what I'd advise on at this point. It'll be easier than trying to pinpoint the cause of the problem. Mind you, only do this if you can disable the boot drive from the BIOS and experience no problems turning the system on and off.

 

If this is indeed a hardware related issue, trying to reinstall Windows (a process that turns the machine on and off several times during the installation) could in the worst case scenario leave you with a bricked system.

really late reply, sorry.
I can't backup my stuff that I need to so I can't reinstall OS right now, perhaps I can remove my hard disk for now and just reinstall on SSD given that there is no important files there just os and some games.
