Dual 771 workstation issues

Hey guys so I've been given an old workstation to mess with, it has dual xeon e5310's, not the most powerful, everything shows up in the bios okay, cpu1 cpu2 4 cores each etc, but once I'm in Windows, it only shows up as 1 core at 1.6ghz, cpuz backs this up

 

Any ideas, maybe try a different version of Windows? I'm at a loss xD
