I would like to know if I have a i5 4690K and get a Gigabyte GTX 1070Ti would I have a bottleneck?

no bottleneck because you're at 1440p

well, no bottleneck is impossible. but it will do just fine.

I know there's a big difference between both cards so I will see a good difference in fps and could play game at higher settings?

well. think of a well overclocked 1070 ti as a 1080. do you want stock 1080 performence? there is your answer
