be quiet cpu cooler

Hey,

My be quiet has been anything but quiet these last few weeks. As far as I know I only changed the location of the gpu from the top slot to the bottom slot. could the sound increase stem from the change in location of the gpu? Like the increase in pressure because of the backplate of the gpu wil lead to an decrease of speed for the cpu fan?
I was hoping for an answer before deciding on changing the gpu ( i need to change the location of my drives too then! )

No dried paste, I just refreshed yesterday for the installation of the paste and before it couldn't have been more as 3 months old!

Temps are 25 degrees idle between 30 and 40 general use and a whole night of total war Warhammer brings it up to around 50 degrees

managed a solution by looking deeper into the bios for the fan control. 
if I use the silent run mode my p.c. won't even start up because it would run on 350 rps and that's apparently a red value 
when I used a custom profile where under 40 degrees it runs on 40 % of the max fan rps it works admirably and quiet!
