Drop the AIO liquid cooler for a Cryorig H7. Get a Gigabyte X470 Aorus Ultra motherboard instead of the ROG B450-F. You don't need a 850W PSU, get a RM550x instead. With the money you save from all of this, get a better graphics card if possible.

The motherboard you recommended is more expensive than the one I selected.

By $3. But it has support for SLI and will allow for a decent overclock. And you save money with the air cooler and PSU I recommended.

Ok. I think I'm gonna hold off on this build for now, seen as I can just upgrade the one in my signiture with whatever money I get for Christmas and what I already have.

Yep. For D2 at 144Hz you'll want an i5 8600K or higher. My 8600K + 1080 ran D2 pinned at 144fps most of the time (is with a 1080 Ti now), and my R7 2700X kept around 120-130 fps with the same GPU, and I'm booting up D2 right now on my R7 with a Vega FE, can let you know the numbers on that in real time.

Played for a good bit, pulling 110-144fps in Crucible, with drops to 90 or so in the Dreaming City on my R7 2700X/Vega FE, settings at 1080p ultra. I am running in windowed fullscreen, but that shouldn't give too much of a knock to performance.

Seems good. It's not like you'd notice drops that much at that high of an fps. I'll look into it more and see what money I get for christmas that can be spent on a cpu and gpu.
