Can i like 240mm aio with no fans for ultimate silence? on an i5-6500

No, you need some kind of airflow even on a locked CPU otherwise the liquid will get very hot and the CPU will eventually throttle (if it's not under 100% load, then it's workable).

 

You could run the fans very slowly and it will be nearly silent. My Seidon 240m's stock fans at 50% are inaudible (but you could do the same thing with something like a ShadowRock).
