I was born in Valença RJ, mountain climate, in summer temperaures barely reach 30 Celsius and my college is in Petropolis RJ, which is even "colder", winter gets to -2 celsius and summer berely scrapes the 27 mark

Hm, I think its a bit faster actually. The Chips are reduced Tahiti -> 2 7950.
No Idea.
I think the L1 Forums might be better to ask that.
But for Gaming, I'd say that a Raden 570/8GiB is the better card and might want to think about that instead.

I could see a HD7990 getting hot in Brazil
Futhermore it will have a much higher power consumtion than the GTX960
A HD7990 should be faster than a GTX960. Even with Crossfire turned off
Don't know about virtualization. Might want to look at a Firepro S10000 which could have a higher chance of supporting virtualization
