@CUDAcores89 I'm somewhat in the same position.
Could I make use of Threadripper? Yes; the video captures and the Handbrake usage can prove that off the bat. Do I need it? Not really; my 1700X does that very competently. I don't play much of anything intensive (no, maxed out TF2 at 3840x2160 doesn't count as "intensive") and, frankly, I could've been satisfied with an RX 560.
Frankly, the Ryzen 3 1200 would've satisfied me but I did desire that little more for video capture and rendering.

i bet for VHS conversion you could use a Titan X .
SpoilerPS: technically speaking there are paid quality grain & artifact removing filters you can use to make VHS or any other lossy capture look absolutely alive compared to copy paste stuff.

Yeah, VHS captures benefit greatly from allocating a higher bitrate and a better codec for the capture to play around with.
Source: I have 8Mbps x264 captures at 720p60 versus 22.5Mbps x264 captures at 720p60 that look way better. If I could record at x265 or VP9, I would.

@CUDAcores89 : i definitely ask myself the 2nd question any chance i get before making a decision & 3rd i rarely wander into as the quality choice will always bring in , i generally see PC hardware as a loosing battle in aspect of value. so i kinda have this apple`ish approach on how it looks as a priority & next on how it will blend in to your work place. but being on a budget & having that view of never settling for something manaegable or less, it's complicated. You know that saying, Arrogance and self awareness seldom go hand in hand.

Honestly, a PC is best made to what you really want it for and not largely on the basis of "I can own it so why not?"
I didn't give a damn if my rig looked like a business casual rig; what I wanted was a rig that did what I wanted it to do: capture video and render that shit if necessary. TF2 at a decent frame rate was only a bonus of the rebuild.
