I can't speak to the graphics card question, but in terms of storage there really hasn't been a better time to buy. NVME storage is going for around $60-$90 per terabyte right now, with variations depending on brand name and speed. If you don't need lightning fast speed, you could probably get away with spending $60/terabyte for a 3gb/s drive. Faster stuff, like the 5gb/s drives will run you upwards of $100/terabyte. I've been running one of those slower ones for the past 3 years, and it runs so fast I don't think I would benefit from anything faster. As for finding a drive for you, I'd just check newegg for drives that have their specifications listed and have warranty.
