havent done any proper stress tests, but I usually see 80 using the rog cpu-z stress test after like 10 seconds.

Yea I plugged in the 8 pin at the top left of the motherboard. That fixed the fans not spinning but not that I couldn't post. Then I swapped the ram sticks and then I could post.
