Turns out I may not have actually cleared the CMOS correctly after downgrading. It seems to work fine now. Marking solved in case someone else has the same issue. -
CPU: Ryzen 1700X CPU Cooler: Corsair H100i v2 RAM: Gskill Flare X 8GB x 2 @ 3200 Ghz DDR4 Storage: Samsung 850 EVO 250GB Video Card: Asus GeForce GTX 1080 Ti STRIX Gaming OC OS: Windows 10 64bit PSU: Corsair 860W 80+ Platinum Fully Modular ATX Power Supply Motherboard: MSI X370 Gaming Pro Carbon (support page) BIOS Version: 7A32v1L -> 7A32v1NP Beta (see post) Hello fellow TechTippers, I seem to have made the mistake of being an early adopter of a beta BIOS update and now I'm trying to right that wrong. I updated my X370 Motherboard to the new 7A32v1NP Beta BIOS version with the promise of Ryzen 3 compatibility, since I planned on upgrading soon. I noticed right after this upgrade, that my PC was running very slowly. Discord, Battle.NET, Chrome, and even Task Manager were chugging along. I looked into the CPU Performance and noticed that even in a game like Destiny 2 I was getting drops down to 0.54 Ghz according to Task Manager.. Oof. It seems to be pinned there, and rarely boosts up. I attempted tweaking settings like turning off "AMD Cool N Quiet" to no avail, or setting an OC using the AMD Ryzen Master utility, which right now even reads 0.60 Ghz. I cleared my CMOS and it seemed to help for a bit but quickly went back to the pinning at 0.54 Ghz issue. Finally, I MFlashed back to the previous 7A32v1L version of the BIOS and I am still facing this problem of my CPU barely being usable. I've cleared CMOS again but I've gotten to wits end. Any recommendations?

It can do everything requested in the price range. Ryzen is great, but that doesn't suddenly make the FX-8350 a bad value.

I get Windows 10 from Kinguin for about $30 USD and included it in the price. A RX 470 can handle Witcher 3, Battlefield1, and GTA V on 1080p no problem.

Yeah the same happened on that weird build I was doing. No BIOS or anything with HDMI but Display Port worked fine. I wonder if that would work for you?

I had the same thing happen when I used HDMI on a GTX750 Ti. I had a Display Port to HDMI adapter and then everything worked just swell. No clue what was up.

Revisiting the effect of a dedicated PhysX card on Batman Arkham Origins, Assassin's Creed 4 (Unity if it has it, haven't purchased so I'm unsure), Borderlands the Pre-Sequel, etc. and other PhysX games.
