PSU: decent, but not that great.. get something like the Corsair RM850x
HDD: I'd personally NEVER get a HDD ever again, except if I needed LOTS of storage. Get a 2 TB 970 EVO Plus instead
AIO: get a Arctic Cooling Liquid freezer unit which performs better for roughly the same price
OS: get a (legitimate and legal) Windows key for WAY cheaper
RAM: great
GPU: great

Hi there i want to build a new pc because my other one is kinda dead. I have a budget of 1500 - 1700 euros ( 1645 - 1930 us dollar). I want to stream games in high settings with my 144 hz monitor and i do video editing.

The cooler that comes with the 3700X is pretty decent. As you mentioned, you're not planning to overclock so it will do just fine.

the msi x570 boards aren't great, they have poor vrm cooling, and they overheat, I'd avoid them.

Stock amd coolers are excellent so don't bother with aftermarket coolers unless you want to overclock
