RX 6600 is great bang for buck, a step above is RX 6600 XT/RX 6650 XT.
6650 XT is a bit faster but sometimes it is at the price of 6600 XT, if it is, then get the 6650 XT, if it isn't, then 6600 XT.

The moment you use ray tracing performance tanks. A 3060 or rx 6600xt can do ray tracing but it wont do 60fps at 1080p without using dlss or fsr.

For that you need at least a 6700xt or 3070.

What are your other pc specs? Psu make and model

I'm afraid so much depends on the games you like. If you are not demanding ray tracing then I'd suggest the RX 6600 which is playing all my non shooter games at 1440p at ultra settings and seems to be lowering in cost with online sales

edit, I saw the must have ray tracing at the end, and 1080p high settings not ultra
ok Nvidia is by far the best in that method of presentation and 3060's seem to be the minimum for playability fps
AMD has a different cut down method of RT presentation and the 6600 XT seems to be the minimum card for just about playable at 1080p

honestly speaking when it comes to RT the higher the number of the card series the better your FPS will be, and if you want the same FPS as FPS off mode your new card will cheat and put in fake AI best guess frames to get the number high resulting in a bit of blur. I believe even the 4090s are only just getting there with decent RT fps in native RT mode.

Ooop, I didn't see the ray tracing part, was it there in the first place?
Anyway, anything AMD won't do RT well, even my RX 6800 XT struggles a lot in RT.
So, you'd want at least RTX 3060 Ti to have 1080p 60+fps with RT medium quality, more than that you'd need DLSS.
RTX 3070 would be better, a bit of future proofing as well, RTX 3070 is a great 1440p card, so 1080p would be easy for it.
