Can GTA 5 run at low setting on Core 2 Duo E8400 3.00Ghz?

My Deathadder is like pooping all over the place so i need to get a new mouse but i'm confused between these two. I mainly play FPS games and i don't need too many extra buttons. Which one should i get?

I get quite a jumpy fps in battlefield 4 sometimes it's around 90 and the next moment it drops to around 40-50...So should i limit it to 60 fps and i'm using a 60hz monitor (i don't know why that Pof.overlay thing shows me above 60)

Even if i get a retail disk would i need to activate it on steam? or would it just be like games for windows live (i know it's shutting down but still)

Specs are- CPU- Intel Core to Duo e8400 @3.00Ghz GPU- Sapphire Radeon HD 7770 (no OC) RAM- 3GB ddr2 (planning to add another 2gigs to make it 5) I'm running COD GHOSTS and Creed IV on high settings with MSAA and 1360X1024 res.

i'm like 278 hours on Crysis 3 and my favorite map is Financial District most played Brooklyn Bridge..

yeah i'm getting speed like 30kbps in uplay but usually it is never less than 5mbps
