    Just remember that coil whine is natural. It does not affect the quality or performance of the graphics card and some manufacturers will take them back in RMA if the warranty allows it. Coil whine is when an inductor or transformer vibrates at a frequency that is within the spectrum of a human ear (20-20000 Hz). A better quality power supply may or may not fix this issue but is not guaranteed. 
     
    Those are only good for the dumpster or your grandparents home PC. As a result, a better power supply is in order.

    Of course make the SSD your boot drive, that's the major reason of using it in the first place
     
    You only need to create a Windows 10 install media (e.g. USB memory stick), boot from that and it will prompt you where to install the new copy of the OS. After it's done and you boot into the SSD, it should activate itself when the HDD carries the old OS.
