A power filter is good for applications where you experience a lot of dirty or noisy power. Depending on the units some may also have a built in AVR which can compensate for flucations in voltage.
However it is not a direct replacement for something like a UPS including capabilities of battery backup and directly switching off of grid power if electrical quality is very poor. In specific applications having both an inline filter and UPS may be required.

Basically but not many actually use something like that, a UPS does power filtering and protection and has a better capability to do it as it has inverters and batteries which can be used to compensate for low voltage or high voltage input supply.
Not every UPS and UPS type is equal and same for power filters but generally speaking server and network equipment opt for UPS supply first and only if not possible would use mains supply filtering.

Yes, it's a PCIe slot which graphics cards use.
Edit: I'm mistaken, it's PCI and a graphics card won't fit.
