First off all memory profiles and bios are two different things A single bios supports many profiles But no of bios at a time is limited close to 1 But if it's for memory profiles It doesn't matter And while over clocking can damage processor underclocking does not but both have a limit but can even reduce to 2ghz If that's assuring to you

And it's pricey so not worth the money huh Well the price will drop after some time so it is good to buy it after some time of the release

You should take a z370 motherboard and as far as GPU I concerned we still don't have enough information about the rtx so I don't know if it is a good idea And that PSU is fine as long as you are not overclock it too much and use SLI but I do recommend an 850w PSU if going for SLI As far as cooling I recommend and much more better cooling the Noctua L-Type NH-L9x65 is a low end cooling solution normally used in i3 and i5 which is not a k series If you could you can also go for an atx motherboard other than a mini it since atx will provide better overclocking capabilities

What exactly happens when you boot up "10-20 seconds after it glitch and freeze" I wanna know in which stage does it glitch and freeze without that I can't say anything more

It's fine but you might not need 1.3v Just try 1.25-1.75 range will be fine if you are still worried and moba and CPU temp will be that much if you want you could use water cooling it will reduce the system temp I guess -

No I guess it's worth a shot cause the gtx series is being getting to the end as we all know about so releasing a new series will get them on to the market since without something new no one will buy it Let's say if you have Titan x in sli you won't try to buy any other gpu if there is nothing to compete against it
