It means updating the firmware on the board to support new features or CPUs I think

I think AMD has a boot kit also that they'll send to people if they need a older cpu to upgrade the BIOS?

No the leds don't usually don't use more than a few watts

the kit comes with a hub to control the leds as far as I know tbh

Yes it's fine to leave one 4 pin disconnected on the power supply 

So yes it would be fine to plug in one 4+4 pin and another 4 pin leaving a 4 pin disconnected

no you shouldn't need it to overclock

It's mainly more the more extreme overclocking like ln2 or cooling like that.

You should be fine as a SavageNeo said it's only for ln2 overclocking or threadripper overclocking you don't have to have plugged it in if you don't have it
