    Oh my god, I found the reason why.
     
    If anyone else has an issue with camera setting's and it not working?
     
    Make sure you have THESE Options enabled!

    Well, the good thing is, It works when I restart, at least it works. Just wish it did consistently. Thanks for trying though.

    Alright well, I found out that my webcam stops working after I start Skype, But then when I kill the process with Task Manager, it stays not working
