When I checked on pcpartpicker to buy a gpu, I was thinking to buy a 980ti, but it IS better to buy a 1080ti, isn't it?

Slower ram might be slowing down your sysyem. I don't think it should take that much time opening a file. I have a pentium E5400 (2.7 ghz) but it's only slow after startup. Another possibility is that you have a bunch of malware.

I would like to earn at least 80 dollars (US) please keep in mind that I'm only buying things from amazon and newegg. (1003 dollars in total including tax)
What's your budget on the psu like? Personally though, I would go with one of these.

They all have 80 + gold power efficiency rating. I would go with a 650 or 700 watts platinum rating.
