When I checked on pcpartpicker to buy a gpu, I was thinking to buy a 980ti, but it IS better to buy a 1080ti, isn't it? But why is the 980ti more expensive?

Don't install windows 98 I think they have free windows 7 on microsoft. And you have to activate the product. BUT, slow ram at 800mhz...

It's likely maleware or slow ram

Slower ram might be slowing down your sysyem. I don't think it should take that much time opening a file. I have a pentium E5400 (2.7 ghz) but it's only slow after startup. Another possibility is that you have a bunch of malware.

I once underclocked my 8700k to 800 mhz with only 2 cores. Maybe.... your cpu is too slow and too old.

What's your budget on the psu like? Personally though, I would go with one of these. I would go with a 650 or 700 watts platinum rating.
