Can you get us a picture of your CPU and GPU usage? And maybe your Ram usage And If you have VSync Off, I would recommend turning it on.

Honestly, I would recommend a Lenovo Yoga as its cheaper and is Windows, not ChromeOS which gives you more flexibility on what program you want to use to draw. I would say go for the highest model of the Yoga as you seem to have a high budget and would give you more power.

There is a thing, I said in the post that Im new to Pc Building in general, So simply telling me things that I don't understand defeats the point of telling me anything. Its like speaking to someone in Japanese, but they only speak German. If you spoke to me in a way that made me understand what is wrong with that Pc and what parts (linked would be nice) should be used, and recommendations would be nicely appreciated. So, I'm very new to PC building but want to buy a system that doesn't break the bank, but can still pay some decent games without setting fire to itself.
