What do you mean by not available? Just not in stock or not available in your country?
If out of stock just wait to get exactly what you want. If out of country then maybe ship in from another country? Postage might sting you but it would surely be worth it for your perfect PC?

Definitely a wise choice, it often sucks having a strict budget (i'm the same) but something will definitely come along, probably early in the new year. You may get some money for Christmas plus the January sales should equal in a nice choice of cheaper monitors and other hardware.

I'm not sure you will be able to tell until it happens... You won't be able to claim through warranty though as it was your fault. Its a sad situation, just keep your fingers crossed that it's all fine.
On the bios it should tell you the correct speeds, mine always ran at 2133mhz untill i OC'd to 3200mhz which is now what it shows... Doubt im running at 6400mhz??

After some more research it shouldn't be anything to do with your GPU, it will be the amount of RAM that you have, or the lack of it for that matter. Id suggest buying an identical 4gb stick of RAM that you already have and adding it to the PC which should solve your issues.
Your 1060 is only the 3GB version so if it is trying to use over 3gb VRAM then you should turn down your settings to accomodate for this. Minimum gpu spec is 2gb though so you should be fine on lower settings.
The minimum recommended RAM is also 8gb so this could also be your issue, I would definately suggest at least 8gb of RAM for whatever game you are trying to run.
Initially i'd try turning the settings down and seeing how far that gets you... if not you may need to invest possibly in an extra stick of RAM. (something id suggest either way)
Turn on XMP, Turn the frequency up to the maximum of either your motherboard or the RAM, whichever is lowest. You may also need to increase the voltage to around 1.37.
EDIT: The highest speeds that your mobo supports is 3200mhz OC'd. So set it to 3200mhz for the RAM.
