I tried to keep the possible build as cheap as possible while still being viable for 2-3 years:

I think it's a pretty solid build, appropriate for all kinds of purposes. And it's small and quiet.
However, I'm not sure about the RAM, if it doesn't work at that frequency then it's wasted money, since obviously lower frequency RAM is cheaper.
