my friend had the same idea to get excellent parts but wait ages. i just think it is meaningless suffering. i would get a 1060 with i5 8100 and a good mother board and 4gb of ddr4 ram in this order. assuming u can still use ur old parts such as case, psu etc. https://pcpartpicker.com/list/cBfpr6. cpu and gpu are the most important for improving game fps.

swap cpu's if u have another lying around because cpu's can cause the issues as faulty motherboards. having said that the motherboard is much more likely to be the issue. see what ur cpu temp is at during gaming/high workload, that should give u a decent idea if it could be damaged...

I use the PolaTab Q10.1 it has got the specs you want. However its 16GB and is £70. But I am not sure what you will use it for. if you want something crisp which will be your primary media device that last for 4-5+ years go for the s2/ or even s3
