I can't really comment there, I don't have any wish to overclock with such a small form factor build... what I can tell you it never throttles.
 
I would imagine if you were to add the second optional fan you might have a little headway.

I don't think you can go wrong with either. Both companies make excellent air coolers, with Noctua's flagship air cooler being the best on the market, so I can imply that Noctua knows how to make a better air cooler, but I've never really heard anyone complain about Cryorig coolers. I think it is a matter of preference.

My Noctua NH-DL9 is paired with a 4790K in my mini ITX rig and I couldn't be happier.

Went for cheap-ish mobo with still decent features and 4 ram slots, doesn't matter that it's m-ATX, most ATX case will also fit m-atx.

You can wait and grab a 1050? They're not released yet but they sound like a decent card, other than that I would just recommend getting a 1060, 970, rx480, or a RX 470

I recommend an RX 470 for ~$165 from jet.com.  Or if you want best performance in the category, get a ~$230 GTX 1060 (after using promocode triple15).  The 1060 is 10-15% faster in dx 11, and costs 40% more.  You have to decide if it's worth it. There's also the rx 480 and 1060 3gb, but I believe the 470 is the best price to performance, and the 1060 6gb is the best overall performance.
