Windows 10 And yes I have rebooted

I changed my mind on a program I was downloading and used task manager to kill it mid download. I admit that was a stupid idea. Now I cannot access my C:Users\Gabe\Documents folder! I get a error message that says "Location is not available" Please help!!!!

I just finished building my first pc and installing windows. When I went to plug in my Ethernet cabel it didn’t connect or even show up on my pc. I’ve checked the cabel and it works on other computers. I’m using a cat5e cable. Would using a cat6 fix the problem or is it a problem with my motherboard? I am on a really tight budget and I want to build a gaming PC. What would be the optimal beginners build for someone wanting a good 1080p 60fps PC? I found this when I went looking for a solution. But I already have a "Corsair Spec-01" case. I'm wondering if i should change anything with this, or just keep it the same.
