The cores sustain 1.4GHz even during GTA V on fairly high settings? Also is the feature 'Cool n Quiet'? because I disabled that while overclocking- 10 replies

So I just overclocked from 3.5GHz to 4.3GHz and when I checked Core temp I noticed that only 2 of my cores (#0,#1) were running at 4.3GHz whereas all other cores were running at around 1.4Ghz(Screenshot included) Andbody know what's up? nope, they've never worked other than the odd Flash drive(which were all USB2)

Hey, I have a corsair 500r(theres two USB 3s in on the front IO) They seem to just straight up not work for pretty much anything I try in it. I've tried updating drivers(still just didnt work) and ensured that the cable was in the correct port on my motherboard(Gigabyte 990fx ud3(supports USB3)) Any help would be great, Thanks.
