i would suggest to see if there is a Microcenter store near you. They sell all CPU's at lower than market value to pull customers in. If you go there just for the CPU, you'll get a deal. I just got a n i5 4690k there for 200$ Also, for the graphics card, a r9 290 for 220$ is a steal. The lowest you usually see them is at about 260$
Well I just got one for 50$ (includes shipping) off of ebay. So I would say if you look for it you can get some good deals on some used parts. Also, the 6950 can be essentially upgraded to a 6970 so if you see that you can get two of those as wells.
I feel like the 285 is the better of the two. More technology , cheaper . and only slightly worse performance. Here is what Anandtech says about the performance difference.

I bought a MSI R6950 Twin Frozr II 2GB off of ebay for pretty cheap and it was advertised as unlocked. Inspecting GPU-Z it shows that I have the extra shaders. I have 1536 vs the 1408 the 6950 is suppose to have.
However, it also shows my clock is at the stock 800MHZ of the 6950. Furthermore, MSI Afterburner shows that the card is a 6950 still. So I am thinking I need to flash the bios to the 6970, but I am not sure. Plus all of the documentation online about this is 3+ years old and I don't know if the newer software would conflict or anything.
I have the Cooler Master Hyper 212 Plus so yes it is bulky, plus im using 2 fans on it.
However, It just barely goes over the first slot, i'm thinking getting a slightly thinner fan would do the trick if I ever needed to add another 2x4GB set
Last question then, if I decided to get more RAM later on, will I get the same performance from two Dual Channel Kits of 2x4GB (so 16gb total) as compared one dual channel kit of 2x8GB. Assuming CAS, timing, and MHZ are the same.
