Trying to go for a silent workstation, any suggestions?

So I think it's about time for me to upgrade my setup. I'm planning of selling my old one and starting from scratch. I don't game anymore so I want it to be stronger on the CPU side. Here are some components I think would be good. If you guys have any suggestions to cut down the price make sure to tell me. What power supply would you guys recommend, as silent as possible. if i upgrade to a 4790 will i need to upgrade my power supply. now i have a 450w with a gtx 750 ti?

I have a MSI Z87M with a i5-4460 and 8 gigs of ram. What would be the best upgrade for the cpu? Maybe more ram?

Whouldent heat start to be a problem if i overclock the cpu?

Productivity, light gaming and mosctly music production. Maybe overclock the cpu.
