so.. i figured out why my RC boat becomes so uncontrollable when stepping on the throttle...

 

the screw creates that much swirling in the water that the entire left side of the rudder becomes an air pocket :D

    at what point does power become too much power?

     

    about 40% is what my answer would be, because this is what 100% looks like:
