This is related to raid. Turn it off and boot will be fast again.
I had same issue.
As for the bios init issue, I had to use plastic spacers between the case and the motherboard to solve this issue.
For the fifth pcie I used two pcie risers and a pcie extender to be able to access the pcie gen2 x1 port:

That switch, when set to position 2, gives you access to 6 new entries in the cpu voltage control menu.
They are named CPU VL1 till VL6.
It allows you you increase the voltage to allow you to overclock the uncore as well.
Read the comment of the video. 3 way sli works for benchmarks like catzilla and 3dmark. I just fool the nvidia 2 way sli lock limitation by telling the profile of the game that it is a benchmark. Isn't that a smart trick ? ;-) I mention in twocents video this a well. In his video he did not change the profile. There is one picture where i have put the gpuz as well. And in the video you can see overwatch showing gtx 1070 3x sli.
