Gtx 970 Memory Bug(Only ~3.5 Gb of 4gb)?

Hello all. Apparently many Gtx 970 owners on Reddit and guru3d have reported a weird bug regarding memory allocation on the GTX 970 vs the GTX 980. For many users, including me, the GTX 970 seems to be only able to use 3500Mb on nearly every game. If the card begins to use more then around 3500 MB, performance spikes down. I can post screenshots of VRAM usage. In many situations that the 970 uses 3.6GB, the 980 uses all 4gb. So my question is, are there any 970 users than can post VRAM usage so that we can compare that with other 980 users(980 users,  please post as well :) )? Is this a real bug or was this was just done by design? Should we be concerned about this bug(if it is one)?

Well that explains why it's $150 cheaper...

 

Is it driver specific?

That is a really weird bug. Don't know how to fix that.

It doesnt appear to be. Ive heard from other users that it happens on all driver versions, including the latest driver.
