Predator Z301C Issues

Hi, I've had this monitor for a few weeks now, and it has a ton of issues, do I need to RMA it, or is there something else wrong?
It's a 200hz monitor, however, in windowed mode games, the stuttering makes it feel like it's below 30 fps. Any time there's scenes with a large amount of light, the brightness flickers, and the screen stutters.
Also, when I'm scrolling, sometimes there will be bright green where there should be black, like text.
I've tried all refreshrates from 200 hz to 60 hz, another DisplayPort 1.4 cable, and even another PC.
