PNG Overlay Software?

What's poppin forum. So I'm looking for a program that'll allow me to overlay a transparent PNG over what's on the desktop.

 

More specifically, I'm trying to overlay a visual of the golden ratio over Forza 7 so I can take well composed pictures in the Forza 7 photo mode, sort of like how you can enable the thirds view on a camera.

 

Any help is appreciated. Love you all ❤️

So it just occurred to me that you can view your desktop in OBS and just add an image asset (transparent PNG for example), overtop the desktop feed.

Serves my purpose, but if anyone has the software solution I'm looking for I'd still appreciate it!
