Locked 30fps in csgo

So i have this problem where csgo locks its fps to 30 for no logical reason i haven't had this problem in any other games but csgo tends to lock at 30 and i have tried looking on the internet for solution with no results

do you have vsync or something like that on in csgo or the nvidia/amd controll panel?

Vsync is off and all the nvidia settings are set for max performance and windows settings too power saving mode is off and i am plugged in to the wall (on a laptop)

Ok so for some reason turning fullscreen windowed on helpped
