Inside some old case I found lying around.

ummmmm its been about a year or 2 now  roughly

EDIT:this is the exact card 4GB PNY GeForce GTX 1050 TI XLR8 OC DVI DisplayPort HDMI PCI Express 3.0 x16 VCGGTX1050T4XGPB-OC-BB Gaming Graphics Card

Oh I thought it was new. Sounds like the fans are broken. You can replace them, Linus has a very ghetto solution in a video somewhere if you can't find official replacements from PNY.

Sorry bud, I'm at work right now and youtube's blocked. Just google it, I believe the title was something like "Video Card Fan Repair Guide".

Did you try using something like Afterburning to force the fans to 100% to make sure they truely don't work first?

@normpearii yea i tried even cpuid was showing 100% fans but i looked in my case and they were not spining

Yeah, that was my bad, I missed that part of your first post like an idiot.

Try unplugging the GPU from the motherboard and see if the fans can by slowly spun by hand. If you give it a light spin, they should continue on their own for a few seconds. Other than that I'd look for an obvious problem like inspect the fan wires for cuts or burns. Check the fan header on the PCB is still solidly on the board and the solder isn't broken. (I think its right next to the 6 pin power from the pictures I've looked at.)
