Windows 10 supports more of the features and functionality of the new processor architecture, especially "Speed Shift 2.0", which is a technology to turbo faster and to higher speeds. Windows 7 doesn't support this at all.

If the processor ramps to higher speeds faster, your vDroop is going to be much more severe. You can combat this by increasing your level of load line calibration, though this is dangerous as the overshoot can be damaging to your cpu.

Additionally: code paths beyond SSE4.0 are almost never used on Windows 7, even though it technically supports it. AVX 4.1 and 4.1 is natively supported by the CPU, and natively supported by Windows 10, and it's a far more stressful task that may be too much for your current overclock to handle.
