so my system (specs in signature) has a weird turbo boost problem. 

 

it's constantly at 2.7ghz according to task manager, even though none of the threads are over 50% usage.

It's saving power by doing that. Why would it clock higher if there's no load on it.

that's the problem. it shouldn't. but it does. 

 

i know 2.7ghz sounds like it's not boosting, but it is. the base speed of my cpu is 2.66ghz

What's the problem though, it's barely boosting.

EDIT: i remembered steam was downloading in the background so i stopped that, and then it went down to 2.3ghz.. why does steam make it boost to 2.7...

Because when steam is loaded, your CPU needs to do work and boosts.

to give you some perspective, Overwatch in-game uses 15% of these cpu's.. there's no way steam downloading a game would make a 12 cpu core's boost up...

Downloading a game is still a load, even if it isn't a big one.
