Change date and time

Can someone help me find a way to change my date and time. I went into my system settings to change my new computers date and time zone. When I went to change it, it says that I need to contact my computers administrator.

But I am an administrator on this computer. Also, I went into my local security policy and went to see who can change the date and time, and it says Users and Administrators. But I still can't change anything.
