Best TV for $400

I've always wanted a TV in my room and since the holidays are coming up I've been seeing really good deals lately. So, I'm basically looking for a good TV around 40" in 1080p for about $400-$500 max. I'd like it to have good black levels and ideally be IPS, although that's not necessary. I don't like Smart TV's so that's out for me. I've thought about getting this Samsung which I've seen really good reviews on. Suggestions?
