PC boot looping and not posting

My friend just built a PC and its boot looping and not posting. He tried resetting the Cmos, but still no luck. Any ideas?

   His specs are:

  • Ryzen 3 1200 CPU
  • EVGA 1050 TI GPU
  • ASROCK AB350m Motherboard
  • G.skill Ripjaws 5 ddr4 16gb (2x 8gb) Ram
  • EVGA 600W PSU
  • Western Digital Blue 1TB HDD
  • Corsair Carbide Spec 01 case

Reseat components. Sounds to me like something isn't in right

CPU - Ryzen 5 2400G

GPU - 1060 6GB Gigabyte G1 Gaming

RAM - 16GB DDR4 3000mhz Team T-Force Delta RGB

MOTHERBOARD - MSI B350 Tomahawk

PSU - EVGA 450BT

CASE - PHANTEKS  P350X

Pretty much what @Fixinit1 said. If he just built it and it hasn't posted,reseat everything and make sure that the mobo isn't making contact with a stand-off
