Hey 

so I upgraded my hardware from a i5 6400 gigabyte h110 motherboard and got a z370 tuf and i5 8400 I kept my 1060 and my 16 gb of ram 

but when I plugged everything in I get no picture what did I do wrong

Did you do a clean install of your OS? if no, then that's your problem.

Well that can't be his problem if he can't see anything on screen.
Can't install Windows if he can't get past post.

Are you sure everything is plugged in properly?

What exactly does the PC do when you try to power it on?

He hasn't really gone in to much detail trying to describe anything, you'd be surprised how many don't actually take any account of the post screen.

EDIT: I mean, he's swapped out his MB and CPU and didn't even try to install his OS fresh?

Your CPU has onboard graphics so switch the HDMI cable over to the motherboard HDMI slot instead of the graphics card one temporarily.. go in and reinstall windows from scratch. Just use the media creation tool from microsoft to create a windows installer on a USB stick.

After you get everything working, switch the HDMI back over to your graphics card and see if it works again.
